At 250$, 12GB or 10GB of VRAM is much better than what AMD or Nvidia are offering at this price point and going over 10GBs will be hard, considering the fact that this price point, we're still in the budget territory, with no expectations of going over 1080p in many cases and no ray tracing either. It's cheap but for that price it's like buying an older AMD/Nvidia GPU but with more risk of compatibility issues.
On a motherboard, you have a lot of sensitive components that need require a precise voltage to function, like your processor or graphics accelerator. As such, there are components like VRMs (voltage regulator modules) and capacitors that filter things out. It's possible that one or more of those components went bad. And AMD drivers have been consistently good for the past decade. And they even said that their day 1 driver is the most polished it's ever been, probably because the cards were supposed to be on sale earlier but got delayed so the driver team got extra time to iron out issues.
"Hurr durr bad AMD drivers" is a thing 15 - 20 years ago. Not now.
