My guess: they made MTs weaker, or they changed how it aims. In MKDS, it aims at about 2 feet in front of your kart, in the hopes that you'll drive into the explosion. (The explosion is also larger than 2 feet in radius, so this was thought a safe assumption.) This is why flying through the air facing sideways causes the shell to miss.
If they so much as used your velocity instead of your facing, that alone would make dodging them much more difficult. Maybe they're possible to dodge by ticking. (just nicking the edge of a wall so that you bounce off without losing speed)
Here's the real clincher: blue shell dodging in MKDS on 100cc (used for all wi-fi battles) was extremely difficult, and required either frame-perfect timing, assistance from a bump, or a slippery road. It was balanced. I don't get why they removed it.
I like MK7's low-flying blue shell. It's more like the one on MK64 and increases the chance of other players being hit.
